FLSA STATUS: Non-Exempt Salary Range: $50,000 – $55,000 (DOE) STATUS: Full-Time with benefits:
SCHEDULE: Monday-Friday 8 hours per day
Work Location: Generally, work must be performed in the office with limited work-from-home options.

Are you passionate about the human resources profession? The Court of Appeals, Division One, is seeking a dedicated Human Resource Specialist III to join its team. The ideal candidate will demonstrate exceptional customer service skills, a strong commitment to supporting employees, and a thorough understanding of compliance with employment laws and agency policies.

The Human Resources III position focuses on key responsibilities such as recruiting, training, benefits administration, and general HR functions. The position provides essential support to the Clerk of the Court’s office, the Staff Attorney’s office, judges and their staff, as well as externs, all while maintaining the highest standards of professionalism and confidentiality. Your work will directly strengthen the agency’s ability to serve employees effectively and operate with integrity.

Required Education: An associate’s degree in human resources or a related field is required; however, equivalent experience may be substituted on a 2-for-1 basis.

Required Experience: Candidates should have at least two years of progressively responsible experience in roles such as human resources, customer service, data entry, general office support, or other closely related fields. Alternatively, a combination of education and experience that provides equivalent knowledge, skills, and abilities will also be considered.

SUMMARY:

The HR Specialist plays a key role in supporting the organization’s human resources operations by managing various administrative and strategic HR functions. The ideal candidate will have a strong background in recruitment, coupled with exposure to a wide range of HR specialties. These include managing FMLA processes, maintaining accurate records and filing systems, performing HRIS data entry, new hire orientation, coordinating training programs, assisting with performance management initiatives, and generating detailed reports and statistics. This position demands a proactive, organized, and detail-oriented professional who can balance multiple priorities while delivering exceptional service to employees, external customers, and management.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

To perform this job successfully, the Human Resources Specialist must perform each essential duty satisfactorily.

  • Oversee and manage job postings within an applicant tracking system.
  • Organize, maintain, and update recruitment files systematically.
  • Monitor and maintain recruitment job board listings with accuracy.
  • Anticipate hiring needs based on recruitment cycles, ensuring seamless execution.
  • Facilitate and support new hire orientation programs.
  • Create and manage comprehensive employee files.
  • Prepare and process Personnel Action Forms (PAFs) efficiently.
  • Update employee records, both manually and in an HRIS, to reflect hiring details or changes in employment status.
  • Coordinate COJET training sessions and track employee transcripts
  • Deliver prompt and professional responses to employee queries.
  • Analyze personnel data reports to identify and rectify inaccuracies.
  • Maintain accurate filing systems for personnel, recruitment and other HR documents.
  • Provide support for leave tracking and other HR administrative needs as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge:

  • Comprehensive understanding of records management principles including filing, records retention, proper storage of employee documents, medical records, and confidentiality procedures.
  • Knowledge of labor laws.
  • Knowledge of full cycle recruiting processes.
  • Familiarity with Applicant Tracking Systems (ATS).
  • In-depth knowledge of Human Resources Information Systems (HRIS).
  • Understanding of statutes, court rules, and policies relevant to human resources functions.

Skills:

  • Proficient in Microsoft Office Suite applications, with expertise in Word, Excel, PowerPoint, and Outlook.
  • Skilled in creating and managing Excel spreadsheets effectively.
  • Strong oral and written communication skills for clear and professional interactions.
  • Excellent reasoning and problem-solving capabilities.
  • Skilled in analyzing, interpreting, and applying federal, state, county, and city regulations.

Abilities:

  • Ability to work effectively under tight deadlines and high-pressure conditions.
  • Ability to recognize when something is wrong or when an issue is likely to arise.
  • Ability to read and comprehend statutes, court rules, and policies with accuracy.
  • Capability to interact professionally with court personnel across all levels of the organization.
  • Ability to work collaboratively within a team environment as well as independently.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE:

  • An associate's degree in human resources or a related field is required; relevant experience may substitute for education on a 2-for-1 basis.
  • A minimum of two years of progressively responsible experience in human resources, customer service, data entry, general office assistance, or a closely related role; or an equivalent combination of education and experience that demonstrates comparable knowledge, skills, and abilities.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:

  • A bachelor’s degree in human resources management or a closely related field is preferred.
  • More than three years of progressively responsible experience in a related role.
  • Comprehensive understanding of payroll processes.
  • Strong working knowledge of court procedures, court rules, and Arizona statutes.
  • Familiarity with appellate court procedures and concepts.

WORK ENVIRONMENT

The general work environment for this role involves performing essential duties in a typical office setting. Employees will regularly interact with individuals across all organizational levels, including Deputy Clerks, Staff Attorneys, administrative staff, judges, and judicial staff. The noise level in the work environment is generally quiet to moderate.
