DEPARTMENT: Clerk of Court’s Office
FLSA STATUS: Non-Exempt

STATUS: Full-Time Temporary with benefits: This position is expected to last for one-year, with the possibility of an extension.
SCHEDULE: Monday-Friday 8 hours per day
Salary Range: $41,000 - $45,000 (DOE)
Work Location: Generally, work must be performed in the office with limited work-from-home options.

The Court of Appeals, Division One, is currently accepting applications for a Human Resource Specialist II to help in the areas of recruiting, training, benefits administration, and general HR administration. The HR Specialist II supports the Clerk of the Court’s office, Staff Attorney’s office, judges and their staff, and externs with the Arizona Court of Appeals, Division One with a high degree of professionalism and confidentiality.

The incumbent should have an associate’s degree in human resources or other relevant field of study, and at least two (2) years of responsible and relevant human resources, customer service, data entry, general office assistant or closely related experience.

This position is considered full-time temporary with benefits. This position is expected to last for one year, with the possibility of an extension.

Position Summary:

The Human Resources Specialist performs administrative duties related to recruitment, onboarding of new employees, and other HR duties as assigned, such as personnel file maintenance.

Essential Duties and Responsibilities

The following duties and responsibilities are not intended to be an exhaustive list of all required responsibilities, duties, and skills. To perform this job successfully, the Human Resources Specialist II must perform each essential duty satisfactorily.

  • Create and maintain recruitment files.
  • Create and maintain job postings in applicant tracking system.
  • Create and maintain new and existing employee files.
  • Create Personnel Action Forms (PAFs)
  • Update employee records with new hire information and/or changes in employment status.
  • Maintain agency site information on recruitment/job boards.
  • Anticipate hiring needs based on agency recruiting cycles and ensure recruitment process runs smoothly.
  • Provide excellent customer service by processing employee queries in a timely manner.
  • Assist with new hire orientation.
  • Assist with coordinating COJET training classes.
  • Track completed COJET for employees.
  • Examine personnel data reports to identify incorrect assignments/information.
  • Filing personnel, recruiting, and other HR documents.
  • May provide leave tracking support.
  • Assist with benefits administration, including open enrollment and qualified life event changes.

Required Knowledge, Skills, and Abilities:

  • Knowledge of Human Resources best practices and disciplines, including recruiting, benefits, and training.
  • Knowledge of Applicant Tracking Systems.
  • Knowledge of full cycle recruiting.
  • Knowledge of principles of records, files, and database management methods and procedures (i.e., record retention, medical records, confidential information, etc.).
  • Knowledge (solid) of labor laws.
  • Skilled in creating and using Excel spreadsheets.
  • Skilled in reading, interpreting, understanding, and applying relevant Federal, state, county and city statutes and rules.
  • Excellent oral and written communication skills.
  • Excellent reasoning and problem-solving skills.
  • Hands-on experience with Human Resources Information Systems (HRIS).
  • Ability to interact professionally with court personnel at all levels of the organization.
  • Ability to read and understand statutes, court rules, and policies.
  • Ability to use logic and reasoning to make decisions under pressure or tight deadlines.
  • Ability to apply business ethics in sensitive and confidential matters.
  • Ability to work well as part of a team as well as independently.
  • Ability to work effectively under tight timelines and pressure.
  • Proficient in the Microsoft Office Suite of Applications, most specifically MS Word, Excel, PowerPoint, and Outlook.

Minimum Required Education and Experience:

  • Associate’s degree in human resources or related field of study (experience may substitute on a 2 for 1 basis)
  • At least 2 years of responsible and relevant human resources and customer service, data entry, general office assistant or closely related experience; OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.

Preferred Education, Knowledge, Skills, and Abilities:

  • Bachelor’s degree in human resources management or related field of study.
  • Four plus years of progressively responsible related work experience.
  • Solid understanding of payroll processes.
  • Good working knowledge of court procedures, court rules and Arizona statutes.
  • Knowledge of appellate court procedures and concepts.

Physical Requirements and Equipment Operations/
Environmental Factors:

  • Frequently will operate office equipment, including personal computers, fax machine, scanners, and duplication equipment.
  • Frequently will need to read, scan, complete, and analyze a variety of forms and documents on a regular basis.
  • Frequently will operate multiple operating systems simultaneously.
  • Frequently will need to sit, stand, and walk.
  • Occasionally will need to reach, crouch, and balance.
  • Occasionally will need to lift and carry up to 25 pounds for a distance of up to 25 feet. Lifting may be from floor to waist, waist to shoulder to overhead, or overhead to shoulder to waist.
  • Occasionally may need to use a ladder/step ladder.
  • Occasionally will need to complete time sensitive tasks.
  • Occasionally will experience frequently changing tasks.
  • Frequently will perform tasks that require concentration and accuracy.
  • Occasionally will experience interruptions.

Work Environment:

The work environment characteristics described here are representative of the general nature and level of work an employee may encounter while performing the essential functions of this position. While performing the essential functions of this job, the employee will encounter a typical office setting with frequent contact with employees from all levels within the organization, including, deputy clerks, staff attorneys, administrative staff, judges, and judicial staff. The noise level in the work environment is usually quiet to moderate.
